The Dark Brotherhood was a myth that a group of powerful assassin's from Tamriel were operating in Dragonrend affter fleeing there home country. The following is from a scripture that was found in one of there journals.
Joining[]
To Join the Brotherhood you must find the Abandoned House in the Woods behind Dragonrend. You then must kill Rufio at the Inn of Ill Omen.Then you become Initiate and can start the Quest Line.

Executioner: Kill Vittoria during her Mordra Wedding
Silencer: Kill the Merchant Alval Uvani on the road to Cheydinhal
Speaker: Defeat The Wrath of Sithis
Listener: To become the leader of the Dark Brotherhood you must do Exar34's quest, and if there is already a Listener you must defeat them in a dual.
Role of the Listener[]
Any player can ask the Listener to assassinate any other player in the game. This includes Kings.

The Listener can do the contract themselves or gather other assassins and kill the person.
